GATE-INN FINAL MEETING

On last November 22 has been held in the Regional Natural Reserve Tevere-Farfa of Nazzano the local Final Meeting of the Sub-Project GATE-INN.
The Conference, even if an action planned at local level, hosted the project leader represented by the Department of Macedonia and Thrace, as well as the other partner of the project, the Comunità Montana dei Castelli Romani and Prenestini.
The project "Strategic Gate for the Monitoring of innovation and its results" (GATE-INN) intends to improve the idea of the politics of PROGRESDEC in order to quantify and to assess the level of innovation in the Regions participating in the operation.
Specifically, GATE-INN identified indicators and parameters for monitoring: level of innovation, the development of innovative initiatives, the technological development and results, as well as the impact on the Areas of spatial development.
Research and Development are key factors in determining the innovative capability of a Region and its logging to technologies of information is recognized as a fundamental axis for developing the economy of knowledge. By this way, the project GATE-INN promotes and improves the politics of European cohesion and the spatial development.

A noteworthy impulse to the training of a new generation of strategic plans has been determined by the choice completed by the Miitt, Department for the Coordination of the Development of the Territory. In constructing the tools for the planning 2007-2013, the Miitt to graft the issue of the strategic planning on the experiences of the experimental programs of national and European initiative. Moreover, considering the centrality attributed by the European Union to the territorial dimension as propeller of the development, the territorial strategic planning has been considered the natural evolution of the programs which for over ten years have been promoting a qualification conceived above all for discreet areas.

In this framework, the purposes of the Project aim to implement the preparatory actions for the formulation of a Strategic Gate which will allow the identification of innovative initiatives in the prefecture of Thessaloniki, in the Province in Rome and in the Area of the Roman Castles, the tracking of their results and, finally, the way with which they contribute to the spatial development.
The results of the project highlighted that, beyond of the characters of the process of formation, referable in virtue of the prompt which initialized them and of the scarce selectivity of the territorial aggregations, the distinctive characters of this new season of strategic planning are still few visible. The most evident result is that in every case the strategic plan acts as accelerant of subjects, affairs, wishes: political tool for excellence which perhaps has been called to notarize the proposing and discussing capabilities of the politics, never stirring in this complexity and needing stronger tools than those she is accustomed to use, in order to face challenges which at the local level were never questioned and to which the Institutions do not appear prepared.

So, read by the viewpoint of the Institutions, the strategic planning represents a challenge to recover that efficiency, effectiveness and timeliness, that capability of coordination and adaptation which truly we would always have wanted to find in our Institutions, also when it was not strategic yet.
