LAMCODE - FINALE MEETING

Lamcode’s third seminar took place on 15th and 16th October 2007 and it was hosted by the Municipality of Asti in the Piedmont region of Italy. Representative delegations of all partners, including all external assistance teams, arrived in Asti on Sunday, 14th.

On the first day, after the official welcome of the Urban Planning City Councilor, Fabrizio Imerito, and the Urban Planning Department manager, Arch. Angelo Demarchis.
The partners presented each other the recent progresses in local projects and related outputs:

Depepok presented the three tools for landscape management in ZEP developed as local experience within Lamcode sub-project: they are Operational Regulation, the Planning and Design Principles, the Energy Specifications. They aim to assure high and equal living condition quality, contemporary qualitative architecture, respect of landscape and natural environment by use of bioclimatic and ecological principles, protection of investors from residence downgrading due to uneven and low construction quality.

The Natural Park of Bracciano, presented the “Methodological guidelines for the definition of an ecological network”, this document analyzes different environmental component such as watercourses, lake, wooden areas, rural areas, human infrastructure, and suggests for each one criticalities, potential role within an ecological network and operational hints for interventions aimed to preserve or improve the ecological efficiency.

The Municipality of Asti focused on the elaboration of a landscape atlas of the case-study area, in collaboration with the Landscape Observatory of Asti, and on the potentials of the elaborated guidelines: the possibility to apply them on the whole Asti territory, to disseminate them as good practices, to set up a landscape certification procedure, to test new forms of participation.

Landscape Observatory of Asti focused on the realization of a precise and punctual census of the landscape wealth of the area of Asti, leading at creating a LANDSCAPE ATLAS for an easy on line consultation, so that the Asti community could confidently get to it. This catalogue of the Asti landscapes represents, like for the other historical-artistic goods, an essential tool for knowing and protecting them.

The Municipality of Talamanca de Jarama described the results of the public participation experiences activated in the previous months, and presented their local output: “Guidelines for the interpretation of landscape”, this document is a sort of handbook aimed to be disseminated among the population to increase local consciousness about the local landscape values by suggesting a way of reading the characteristics of the different landscape units in the Talamanca territory.

The afternoon plan scheduled the presentation of the progresses in the implementation of the communication plan and partners discussed about encountered delays and about the final dissemination steps.

The first meeting day closed with a discussion on the final report, on the results of the whole project and on the “partnership management”.

Partners discussed about the achieved result of the Sub-project: an actual “shared methodology” has not been achieved because partners faced very different aspects of landscape management and each local project has been managed autonomously, but the common framework agreed at the end of the second meeting, can be considered a “start up methodology” that could have been further developed with a longer time at partnership’s disposal.

On the second day, the final seminar of Lamcode opened in Sala Pastrone at Alfieri Theatre for practitioners, experts on landfills and representatives of local, regional, national authorities.

At Foyer Sala Pastrone, an exhibition on Progresdec sub-projects has been set up it involved all subjects located in Piedmont Region and it was made up of 11 panels including the description of the Progresdec project and the eight sub-projects, created by Piedmont Region and 5 panels related to Municipality of Asti case study elaborated by ANAB. The exhibition has been moved on Wednesday, 17th October to the Municipality of Asti Hall, and remained until Tuesday, 23rd October 2007.

Giorgio Galvagno, Mayor of Municipality of Asti and Fabrizio Imerito, Town Councillor of Municipality of Asti welcomed the partnership and the local public and Arch. Angelo Demarchis (Municipality of Asti), moderated the seminar introducing speakers and arguments.

Mr. Paolo Zeppetella, representative of Piedmont Region, illustrated Interreg IIIC program and Progresdec project;
Arch. Stefano Magaudda, on behalf of lead partner, introduced Lamcode sub-project: partners, background, scheduled activities, common problems and main goals.

Then, each partner described its case-study to the public and explained the local objectives, the methodology implemented within the single local projects and the possible follow up at local level.

Arch. Federica Benelli introduced the local project of the Parco Naturale di Bracciano-Martignano, described the methodological approach based on the definition of the ecological network, the guidelines elaborated and the hoped follow up of the sub-project: the adoption of the ecological network by the park master plan and its dissemination to the public.

Mrs. Eleni Kolomondou, Depepok, introduced ZEP (Zone of Alternate Urban Planning) through a video projection and illustrated ZEP’s history, objectives, achieved results and expectations, then presented the Operational Regulation, drafted for ZEP and the Department in charge of monitoring their application (Dep. of Urban Planning and Monitoring of DEPEPOK S.A.) and finally highlighted the intent to follow on with cooperation activities.

Mrs. Ligia Gonzales and Mrs. Blanca Martin, from the Municipality of Talamanca, introduced to the opportunities of public participation to improve environmental decision making process and talked about the seven workshops organised in Talamanca to share information and gather perceptions from citizens. A final conference has been scheduled on 26 October 2007 in order to present to the public the “Guide for the interpretation of Talamanca landscape” and the results of participation processes.

Arch. Alessandro Boano, Municipality of Asti/ ANAB, illustrated the background and previous experiences in the environment field implemented by the Municipality of Asti, described the case study context and the followed methodological steps: defining a methodology, drafting guidelines, implementing them in the analyzed area,finally presented the “Guidelines For Landscape Management” and their potential follow up: the possibility of spreading them on the whole territory of Asti with consequent strengthening of the local identity as an example of good practices and expression of the commitment of the Local Body and its real capacity of action on the territory, the creation of a “certification system for landscape”, the experimentation of new forms of participation about landscape management.

Prof. Marco Devecchi, Osservatorio del Paesaggio dell’Astigiano e del Monferrato, detailed the case-study area describing flora, fauna, paths, etc. and provided a technical presentation of the Landscape Atlas.

Arch. Federica Benelli, on behalf of lead partner, drew out some consideration on the sub-project implementation: difficulties encountered, local and common results, transferable elements identified through the exchange of experiences, possible follow-up of the sub-project within the framework of UE Territorial Agenda and the main priorities of the Interred IV C program: Lisbon and Gothenburg Agendas.

On the afternoon of the second meeting day, the group visited the natural reserve of Valle Andona, Valle Botto and Val Grande, got over its paleontological heritage represented by the fossil finds, guided by Mr. Perosino of Ente Parchi Astigiani.
